Steve Norris is a Senior Consultant with Civilis Strategies. Steve has deep roots in both corporate management and government. Most recently, Steve served as the President and CEO of Omni Visions, Inc., a leading provider of foster and adoption services throughout Tennessee, Kentucky, and North Carolina. Steve has been involved with state government since the 1970s, learning the ins and outs of policy negotiation, advocating for clients and causes, and forming valuable relationships with legislators, policymakers, and agencies. A former Commissioner and key staff member during five different state administrations -- both Republican and Democrat -- Steve understands the processes of Tennessee state government from the inside in order to be the best advocate for his clients' causes.
